Google constantly tries to improve the user experience. You benefit by seeing websites that load faster, are more relevant, and less annoying.
On the other hand, businesses are always trying new ways to gain your attention, and make you spend with them.
It is a constant battle. The "bad guys" do something that gives them an advantage. Google reacts. It penalises wrong-doers, and moves the "good guys" higher up the search results.
You have a problem if one of these "banned" techniques has been used on your site. It might not have been done with evil intent, but you will be penalised.
Spend 1 minute going through the following to see whether you will suffer from this penalty.
Does your website do any of the following:
- Displays a popup over the main content when you visit a page;
- Takes you to different page that has to be closed before you get to the page you wanted, or;
- Displays an advert that forces you to scroll down to see the content.
The technical name for these is "interstitials". It is particularly relevant on mobile devices, but has been applied to all devices; all websites. Since January 2017, Google will penalise sites that use such interstitials.
If everything appears to be OK, then congratulations. But what if you have a problem? If you don't care about your website marketing, then it's not really an issue. However, you wouldn't have read this far, would you?

If you can make sense of this, then you will realise that even if you fix this problem, it is only one of hundreds of things that Google takes into account. It is an obvious one, and one that has been frowned upon for a long time, so your web people shouldn't have done it. So what should you do about it and the rest?
